David Templeman is the Chief Executive Officer (CEO) of the Alcohol and other Drugs Council of Australia (ADCA).
In 2006, David concluded a significant public service career, his last six years as Director General of Emergency Management Australia (DGEMA), the Federal Government's agency with responsibility for reducing the impact of natural, technological and human-caused disasters on the Australian community. As DGEMA, he was a member of the Australian Health Protection Committee, the National Counter Terrorism Committee, the Critical Infrastructure Advisory Council, and Chair of the the Australian Emergency Management Committee. Before his appointment as DGEMA in June 2000, David held several senior executive positions in the Department of Defence, within Australia and overseas.
David played a central role in the whole of government response to many major emergencies in Australia and the region, including bushfires, extreme storms, cyclones, earthquakes, floods,and critical infrastructure failures. He also coordinated the Australian Government’s emergency management response to international crises such as the 9/11 terrorist attacks in the United States; the Bali, Madrid and Jakarta embassy bombings; Australia’s response to the tsunami in South East Asia, the London bombings, Hurricane 'Katrina', and the Kashmir earthquake in 2005. David also contributed to national health emergency planning issues such as the Severe Acute Respiratory Syndrome epidemic in 2003, and Avian Flu pandemic arrangements.
In addition to his ADCA role, the national peak not-for-profit organisation for the alcohol and other drugs (AOD) sector, David holds a senior volunteer appointment on the National Staff of St John Ambulance Australia, is Chair of the ACT Alcohol and Drug Foundation (ADFACT), is a 'friend' of the Rural Health Alliance, a White Ribbon Foundation Ambassador, and undertakes other advisory activities on security and emergency management.
David is married to Vikki, and they have twins Tori and Charlie.
